It's both. You have a duty to take reasonable care and turn up fit for work — but fatigue is a workplace hazard under WHS law, and the business must manage the risk it creates through rosters, hours and job demands. The Code is blunt that you can't fix a fatigue-generating roster with a toolbox talk.
It's awareness training for any workplace, not accredited heavy-vehicle fatigue management under the HVNL. If you run trucks, it's a strong foundation for the whole crew — but it doesn't replace BFM/AFM accreditation where that applies.
